At Amazon, safety is our top priority. Workplace Health & Safety (WHS) creates an environment where we are safe to go by championing health, safety, and well-being for our employees, contractors, and partners. To support this, Amazon is seeking an exceptional and strategic people manager to serve as the On-Road (OTR) Country Leader for Japan, owning road-safety outcomes across Amazon's Japan last-mile and middle-mile transportation network.
In this role, you will own the safety performance of a fully outsourced network operated through Delivery Service Partners (DSPs), Amazon Flexible Delivery Partners (AmFlex), and Hub Delivery Partners, spanning kei-van, standard-van, and a growing Micro-Mobility of Transport (MMOT) fleet of e-bikes and walker routes. You will set and execute Japan's on-road safety strategy, deploy Amazon's on-road Safety Management System (DriveSMS) across Japan's delivery models in the second half of 2027, and own Japan's regulatory compliance position under the Amended Trucking Business Act.
This OTR Country Leader will report to the Japan WHS Country Leader and work collaboratively across all Amazon Japan Business Units to deliver safety solutions and drive organizational effectiveness. You will interact regularly with Directors and VPs across WHS, Operations, Finance, Legal, and Engineering teams, serving as a trusted advisor and execution leader, and will represent Japan OTR to the Global Road Safety organization. This position requires travel up to approximately 40% for field presence, critical stakeholder meetings, and project deployments.

Key job responsibilities
Safety Strategy & Program Execution
• Own Japan's OTR lagging-indicator performance, including the Vehicle Serious Crash Rate, Transporter Serious Injury Rate, and Community Member Serious Injury Rate, against annual operating-plan targets
• Set and execute the Japan OTR safety strategy aligned to the GRS Safety Planning System, spanning behavioral monitoring, protective-equipment compliance, and seasonal readiness
• Build a dedicated MMOT safety framework spanning vehicle-specific risk assessment, protective-equipment standards, route-suitability criteria, and mode-specific training for Micro-Mobility delivery modes
Safety Management System & Regulatory Compliance
• Deploy DriveSMS across Japan's delivery models in the second half of 2027, documenting Safety Risk Profiles with named hazard owners and convening Japan's first quarterly Safety Review Board
• Own Japan's compliance position under the Amended Trucking Business Act, driving Safety Manager Course and aptitude assessment completion to statutory targets
• Serve as subject-matter expert on Japanese road-safety regulation and company WHS policy
Executive Stakeholder Management & Influence
• Partner cross-functionally with Operations, Legal, and Engineering to embed safety into partner governance and new-program launches
• Engage the Ministry of Land, Infrastructure, Transport and Tourism to close regulatory gaps and position Amazon as a constructive partner in commercial delivery safety
• Influence Directors and VPs across the organization to drive alignment on safety priorities without direct authority
People Leadership & Performance Management
• Lead, mentor, and develop a team of OTR safety professionals, creating leadership development plans and giving frequent, appropriate feedback
• Assess and develop safety talent, selecting strengths matched to current and future business needs
• Analyze OTR safety metrics and incident trends to direct resources to the areas of highest road-safety risk across the DSP, AmFlex, and Hub network
